I.Introduction

The faculty aims to integrate itself in the national and European space, harmonizing its plans and objectives with the present and future political strategies, so maintaining and strengthening its national prestige, along with establishing a profile of broad international recognition, including the aspect of increased visibility and the aspect of its publications impact.
Strategic objectives
As regards strategy, the objectives were defined in accordance with the overall strategic objectives established by the University, with the requirements of the National Plan of Research, Development and Innovation for the period 2007- 2013 being met, also having regard to the main aspects that characterise scientific research on national and international level, in terms of trends, needs and opportunities.
The pillars on which to start- following coordinates set at University level- are human resources, research infrastructure, institutional collaboration and research projects.



II.Strategic objectives

1. Specific targets for human resources



Human resources is clearly the most important factor in the quality of scientific research. In the context of the increasing student numbers, of the diversification of the thematic area of the curriculum taught at Bachelor’s and Master’s courses, of the concentration of efforts to investigate and analyse the practical aspects of Romanian and foreign case law, as well as to achieve specific concrete objectives in preparing students (preparing graduates for admission to the National Institute of Magistracy or bars), there was a decrease in the interest of the faculty’s teaching staff for research, especially among younger colleagues.
The proposed objectives are:
redefining the role of research in the Faculty by stimulating and motivating colleagues who obtained good results in research;
creating an attractive environment for research, especially for younger colleagues;
increase the quality level of research conducted by PhD
creating, on the long term, a center of excellence, through which it is possible to collaborate with leading personalities, institutions and organizations;
the initiation and support - by own funds or raised by competing projects – of the national and international cooperation and exchanges;
doctoral and graduate training in research, including research topics proposed in the Master's courses.

2. Specific targets for research infrastructure

Bearing in mind that top-quality facilities represent a prerequisite for thriving research, the Faculty aims to achieve, by its own means or through projects financed by external partners, the following goals:
-the provision of a comprehensive bibliography and background material, notably by paying the requisite tax for access to the established data-bases and online libraries;
-the improvement of the existing laboratories;
-the establishment of the proper conditions for increasing the quality of Faculty’s scientific publications;



3. Specific targets for scientific cooperation

Sustainable partnerships with the aim of encouraging research play a strategic role in validating its achievements as well as in the increase of research competitiveness. Such partnerships might be set up and developed pursuing the following goals:
-Creating and strengthening a competitive research center, encouraging ways of cooperation with interested structures or bodies;
-Spotting and developing innovative ideas which support a long-term developement;
-Devising flexible and efficient ways of involvement in the international scientific research;



4. Specific targets for research projects

Managing, monitoring, advertising and disseminating information regarding the projects, grants, contracts and outcomes recorded in this sphere is attainable only by means of achieving the following goals:
-Giving information and preparing the interested colleagues in the field of research and innovation management;
-Devising a reliable and efficient informational system;
-Taking the necessary action to increase the Faculty’s international research potential profile;



III. Practical ways of attaining the strategic objectives

The Faculty has established the goal of carrying out a series of actions designed to support the achievement of the pursued objectives:

1.As regards human resources, all members of the Faculty’s academic staff will be encouraged to set up a research agenda for both short and middle term. Bearing this in mind, there will be devised research teams including master’s degree students and postgraduates. Each colleague will set out separately and regularly the current stage of research with the stress placed on reporting their own role in their teams and the contribution made by master’s degree students and postgraduates.

2.As far as infrastructure is concerned, all existing facilities and resources will be catalogued with the aim of devising a well-founded investment policy, with the avoidance of purchasing informational sources which do no fit with the foreground research themes.

3.Regarding cooperation in partnerships, there will be identified the potential institutions and organisations with whom there might be concluded research contracts in order to take part in the funded research schemes.

4.Concerning research projects management, account will be taken of the engagement in as many as possible research contracts, obtained following national and international contests.
